In 2008, a pivotal moment occurred as Congress enacted the Mental Health Parity and Addiction Equity Act (MHPAEA) to enhance individuals’ access to mental health and substance abuse care. Fast forward to the present, and with May being Mental Health Awareness month, we dive into the dynamic evolution of mental health from a disability administration perspective over the past decade.

This session will take a deep dive into employer considerations, especially in the realm of designing effective behavioral health programs. We’ll explore ways to enhance the treatment process for employees facing mental health challenges and delve into the proposed changes to the MHPAEA that were unveiled in October 2023. These changes could have a profound impact on how insurance companies handle mental health and substance abuse claims under short term disability (STD) and long term disability (LTD) policies. David Setzkorn is senior vice president, workforce absence and disability practice leader with Sedgwick. David has over 14 years’ experience working for both carriers and brokers as a subject matter expert on leave administration. His experience includes consultation and development of time away from work benefit programs for clients that range from program and policy development, training, benchmarking analysis and ongoing compliance management with state and federal regulations.

In leading the workforce absence and disability practice at Sedgwick, David is responsible for providing thought leadership in the absence and disability space for Sedgwick as well supporting both internal and external clients to provide best in class products and services. He also provides compliance and operational best practices to clients and internal partners. Highly respected within the industry, David is also a nationally recognized speaker.

David is a graduate of Arizona State University with a Bachelor of Science degree in purchasing and logistics management and an MBA with an emphasis in project management. He also holds a Chartered Property Casualty Underwriter (CPCU) designation along with multiple certifications in IT and operational management.

Samantha Esquivias is a dual boarded Nurse Practitioner in the specialties of Family Practice and Psychiatry/Mental Health. She pursued a master’s degree specializing as a Family Nurse Practitioner at Grand Canyon University and then went on to complete a post-master’s certificate as a Psychiatric/Mental Health Nurse Practitioner with Creighton University. Prior to achieving her degrees in family practice and psychiatry, she completed a bachelor’s degree in healthcare administration and a master’s in Business Administration.

Samantha currently oversees a large behavioral health department in a local Federally Qualified Health Center (FQHC). However, she has extensive experience oversee a multitude of different services including Opioid Treatment Centers (OTPs), Serious Mental Illness (SMI), provider education and advancement. She functioned as Medical Director for Utilization Management overseeing medical necessity denial management and staff/provider training.

Samantha also serves a treasurer for the American Society of Addiction Medicine (ASAM) Arizona chapter, is a committee member for the Arizona State Board of Nursing, and Adjunct Faculty for Grand Canyon University in the nursing department.
