The paid family and medical leave (PFML) landscape has significant changes on the horizon. Every state has formally discussed PFML bills within the last few years. So far this year, three states have passed voluntary PFML (Alabama, Arkansas, and Tennessee); one state has passed a mandate (Minnesota); and three states are deploying PFML programs (Colorado, New Hampshire, and Oregon).1 And states with existing PFML laws are contemplating program improvements.2

Indeed, many states are considering how to address the need for PFML because a federal program has not materialized, and employees are showing interest in benefits that are customized to their personal needs. A recent study shows that approximately 77% of employees view paid leave as a “must-have” benefit, an increase from 71% in 2022.3 Moreover, employees who are satisfied with employer-provided leave benefits are twice as likely to be satisfied with their jobs.4
